Where Should I Add New files?

1. If it will be part of the an application, then you should put it under the application folder for that application. This way, if you export an application to another site you are building, that would also be included.
2. If it is not related to any application, put it under the dev/ folder or create additional folders under the dev folder and put there. You can safely create sub folders under the dev folder.
3. Unless it is a layout page, do no put under layouts folder. They will be treated differently and will be split in half.
